The European security order is facing serious challenges, and many past illusions are crumbling. In this context, European Commission President Ursula von der Leyen has called for the establishment of a *European Defense Union to ensure peace and stability across the continent.
Speaking at a plenary session of the European Parliament, she emphasized that Europe is experiencing a security crisis, but historically, European strength has always been built in times of crisis. "Now is the time for peace through strength," von der Leyen declared.
The EU Commission President noted that after the Cold War, European countries reduced defense spending, relying either on U.S. protection or on the hope of integrating Russia into Europe’s security framework. Now, she argued, urgent action is needed to increase military budgets—from less than *2% of GDP to over 3%.
As part of the REARM Europe plan, von der Leyen proposed mobilizing up to €150 billion in loans to invest in key defense technologies, including *air defense systems, drones, strategic weapons, and cybersecurity.
"We all wish to live in more peaceful times, but to deter threats, Europe must mobilize its industrial power. This is Europe's moment— and Europe will rise to the challenge," von der Leyen concluded.
