The STEM analytical center and one of Uzbekistan’s leading independent think tanks — the Center for Progressive Reforms — have signed a Memorandum of Understanding, marking a new chapter in expert cooperation between Azerbaijan and Uzbekistan. The document was signed by STEM Director Orkhan Yolchuyev and the head of the Center for Progressive Reforms, Mirshokhid Aslanov.
The signing of the Memorandum marks an important step toward building a stable partnership between the two organizations. Both sides agreed to develop cooperation through joint research, analytical publications, expert exchanges, internship programs, and educational initiatives. Particular emphasis will be placed on regional policy, strategic analysis, public governance, socio-economic development, and strengthening intergovernmental cooperation.
The Center for Progressive Reforms is an independent think tank that studies the key challenges facing Uzbekistan through innovative research and comprehensive policy analysis. Its mission is to promote evidence-based reforms that support sustainable development and the country’s socio-political progress. The Center brings together experts, researchers, and practitioners working on projects aimed at improving governance strategies, strengthening legal culture, enhancing the effectiveness of state institutions, and expanding regional cooperation. In its analytical work, the Center relies on modern research methods and is committed to producing high-quality, data-driven analysis.
The signing of the Memorandum will serve as a foundation for closer cooperation between the expert communities of Azerbaijan and Uzbekistan, creating new opportunities for knowledge exchange, joint projects, and the development of a sustainable regional dialogue.
